abstract = "Este trabalho tem por objetivo propor uma heur{\'{\i}}stica para
possibilitar a escolha do arranjo institucional a ser utilizado
para executar projetos tecnol{\'o}gicos gerenciados pelo setor
p{\'u}blico brasileiro e executado na ind{\'u}stria, que dentro
do marco legal brasileiro se mostre robusto para o sucesso do
empreendimento. A heur{\'{\i}}stica se apoia na teoria
conting{\^e}ncial da gest{\~a}o de projetos, principalmente no
artefato NTCR, desenvolvido por Shenhar e Dvir e em sua variante
NTCR-F, desenvolvida por Yassuda. A heur{\'{\i}}stica {\'e}
constitu{\'{\i}}da por tr{\^e}s etapas, sendo a {\'u}ltima,
caracterizada por ser o m{\'e}todo para a escolha do arranjo de
execu{\c{c}}{\~a}o do projeto que combina as
caracter{\'{\i}}sticas do projeto capturadas por meio das cinco
dimens{\~o}es do modelo para que a heur{\'{\i}}stica possa
propor um arranjo de execu{\c{c}}{\~a}o que nas proximidades da
otimalidade. As outras duas etapas s{\~a}o: (a)
Identifica{\c{c}}{\~a}o e avalia{\c{c}}{\~a}o do projeto - que
{\'e} o estudo do projeto, conjugado com uma
avalia{\c{c}}{\~a}o de suas caracter{\'{\i}}sticas, em grau de
profundidade suficiente para possibilitar a aplica{\c{c}}{\~a}o
do modelo NTCR-Fv; b) Categoriza{\c{c}}{\~a}o do projeto e
escolha do estilo gerencial - que consiste na
aplica{\c{c}}{\~a}o de um modelo para classificar o projeto nas
escalas de cada uma das cinco dimens{\~o}es do m{\'e}todo,
denominadas de Novidade, Tecnologia de projeto de sistema,
Complexidade, Ritmo e Tecnologia de projeto de subsistema e
equipamento. A heur{\'{\i}}stica foi verificada por meio de sua
aplica{\c{c}}{\~a}o no projeto denominado Plataforma
Multimiss{\~a}o (PMM) desenvolvido pelo Instituto Nacional de
Atividades Espaciais (INPE), cujos resultados foram efetivos. Um
segundo resultado do trabalho foi uma adapta{\c{c}}{\~a}o na
dimens{\~a}o Tecnologia de Fabrica{\c{c}}{\~a}o do artefato
NTCR-F, para Tecnologia de Projeto de Subsistema e Equipamento que
mede o n{\'{\i}}vel de maturidade das tecnologias de subsistema
e equipamentos desenvolvidos na ind{\'u}stria. A escala dessa
dimens{\~a}o foi adaptada para ser medida por meio do indicador
Technology Rediness Level (TRL) da NASA, por ser a maturidade
tecnol{\'o}gica importante fonte de insucesso nos projetos
tecnol{\'o}gicos do setor espacial brasileiro. Um terceiro
resultado alcan{\c{c}}ado com este trabalho foi uma proposta de
pol{\'{\i}}tica industrial para aumentar o sucesso de progresso
da maturidade tecnol{\'o}gica do setor espacial brasileiro de
n{\'{\i}}vel TRL 3 para os n{\'{\i}}veis de maturidade TRL
4-6, contribuindo, assim, para reduzir a taxa da mortalidade das
tecnologias de n{\'{\i}}vel TRL 3. ABSTRACT: This Thesis
proposes a heuristic to enable the best choice of the
institutional arrangement to perform successful technological
projects managed by the Brazilian public sector and executed in
the industry, under the Brazilian legal framework. The heuristic
is based on the contingency theory of project management,
especially in NTCR artefact developed by Shenhar and Dvir and its
variant of Yassuda, named NTCR-F. The heuristic consists of three
steps: the last is the method for selecting the project
implementation arrangement that combines the project features
captured by the five dimensions of the model NTCR-F, so that the
heuristic can propose an implementing arrangement to find a
solution near the optimal one. The other two steps of the
heuristic are: (a) identification and evaluation of the project -
which is the study of the project in conjunction with an
assessment of their characteristics, in sufficiently details to
allow the application of NTCR-Fv model; b) Categorization of the
project and choice of management style - which consists of
applying a model to classify the project on the scales of each of
the five dimensions of the method, called Novelty, System Design
Technology, Complexity, Pace and Subsystem and Equipment Design
Technology. The heuristic was applied in a project called
Multimission Platform (MMP) developed by the National Institute
for Space Research (INPE) reaching effective results. A second
result of the study was an adaptation in the model NTCR-F, which
consists in changing the Manufacturing Technology dimension to
Subsystem and Equipment Design Technology to measure subsystem and
equipment industrial technology maturity. Technology Readiness
Level (TRL) of NASA is used to quantify this dimension. This
modification was proposed to better fit the technological maturity
in the heuristic and include this important source of failure in
technological projects of the Brazilian space sector as a driver
to select the arrangement. A third result achieved with this study
was a proposal for industrial policy to increase the successful
progress of Brazilian space technological maturity level TRL 3 to
reach maturity levels TRL 4-6, thus contributing to reduce the
rate of mortality of technologies level TRL 3.",
